Neurovia AI is the visual-data foundation for physical-world AI. Our NeuroStream™ algorithm delivers 96.37% lossless compression of high-fidelity visual data (validated at ISNR 2026), making us a foundational enabler for smart-city, autonomous-systems, and machine-economy infrastructure across the Gulf.
We are now transitioning from technology showcase to commercial delivery. To compress the time between PoC validation and procurement, we need a short-video marketing partner who can:
- Build a recognizable IP character for Neurovia AI in the Middle East market.
- Saturate the audience journey from A2 to Q3 — interest-stage viewers all the way to qualified inbound leads — through TikTok and Snapchat.
- Convert exposure into recorded leads (form fills, demo requests, partnership inquiries) feeding our sales pipeline.
This brief is a request for full-service scope: strategy → IP character design → script → production → localization → publishing → measurement. We are not buying media buying alone, and we are not buying production alone.
Mission summary.
Build and run a Middle East short-video program for Neurovia AI on TikTok and Snapchat: 4 long-form short videos per month, ~60 seconds each, anchored on a proprietary IP character that personifies the NeuroStream™ value story — machine-economy data sovereignty, edge-ready visual compression, energy-efficient AI infrastructure. Use these videos as the spearhead to break out of the narrow infrastructure-buyer audience and ladder up brand awareness across both vertical (smart-city / sec-ops / AI ops decision makers) and broad (tech-curious general public) audiences. Convert exposure into measurable inbound: site traffic → captured leads → revenue conversations.
Hero pilot film & June-11 Abu Dhabi activation.
Before the 12-month program kicks off, Neurovia AI is commissioning a premium hero pilot film to debut at a government ministerial-level forum in Abu Dhabi on June 11, 2026, where a live elephant on stage will share the room with a 4K LED-wall loop of the film. This is the highest-leverage single asset of the engagement and partner credibility will be judged on it first.
3.1 Concept — “How do you put an elephant in a fridge?”
Reframe the global classic meme through the eyes of an Emirati child speaking Arabic, whose innocent imagination becomes a metaphor for what NeuroStream™ does to visual data — lossless, magical-feeling compression.

- The child’s imagination spins up a “lassless shrinking” technique that fits an elephant — and then, playfully, a dinosaur — into the kitchen fridge.

3.4 Strategic implications for the partner
- The pilot film de-risks the IP character. Whatever character / world we lock here will pre-shape the 12-month IP system in §07 — design with extensibility in mind, not as a one-off.
- The audience here is not the TikTok audience. A2 / A3 broad-reach optimization is the wrong instinct for June 11. The room is C-suite + government — pace, lensing, and sound design must reflect that.
- The hero film becomes the M1 anchor. Cutdowns will seed TikTok and Snapchat in the days following the activation; partner should plan the master with cutdown grammar already in mind.
- Compression must be shown, not claimed. The before/after NeuroStream™ demo at the close is the most important six seconds of the film.

We need one proprietary IP character that becomes the face of Neurovia AI in the Middle East over the next twelve months.
- Embodies the NeuroStream value story — visually conveys "compression," "vectorization," "edge intelligence," or a metaphor the audience can repeat back to a friend in one sentence.
- Travels across A2 → Q3 — works equally well in a 60-second public TikTok and in a 30-second remarketing ad to a qualified lead.
- Region-respectful — culturally appropriate for UAE / KSA. No content, gestures, attire, or symbolism that would block placement on Snapchat or TikTok in GCC, or cause friction with government / enterprise procurement.
- Asset-extensible — reusable across video, banners, presentations at ISNR / LEAP-class events, and product UI moments without re-licensing.
- Rights-clean — full commercial assignment of IP rights to Neurovia AI on delivery; no third-party model likeness without perpetual license.
Partner expected to propose 2–3 IP-character directions at pitch and run a one-week internal validation before locking the chosen direction.
Content pillars per master.
Rotate across four pillars so A2 viewers learn the brand story while A3 / Q1 viewers get progressively deeper proof. Each monthly batch must include at least one P1 + one P4. Mix the remaining two between P2 / P3.
Outcome KPIs.
The partner is accountable to these tiered targets, per platform, per month, evaluated quarterly. Toggle pilot vs. steady-state.
Targets are negotiable in partner response, but the A2 → Q3 funnel must be measured end-to-end, not capped at impressions or video views.
Scope of work — what the partner must deliver.
Deliverables across a 3-month pilot, optionally extended to a 12-month engagement.

- Localization — Arabic-primary creative authored by native speakers; English secondary; cultural QA on every release.
- Publishing & community — Account ops on TikTok Business + Snapchat for Business, comment moderation, basic creator / UGC seeding (optional add-on).
- Paid amplification — Media plan + execution on TikTok Ads Manager + Snapchat Ads Manager. Media spend quoted as a separate line.
- Measurement & attribution — UTM strategy, GA4 + platform analytics, weekly dashboard, monthly review deck.
- Lead handoff — CSV / CRM push of every form-fill within 24h; monthly SQL / qualified review with Neurovia sales.
Constraints & must-respect rules.
- Compliance. All creative must respect UAE / KSA advertising codes and TikTok ME / Snapchat ME content policies. Public-sector / national-security adjacent claims must be cleared with Neurovia legal before publishing.
- Brand sovereignty. NeuroStream™, NASDAQ listing (AIIO), and any customer logos require Neurovia approval per use.
- Performance claim discipline. The 96.37% / 100% lossless figures may only be cited with the "ISNR 2026 measurement" qualifier.
- No model misrepresentation. AI-generated talent (avatars, synthetic voices) must be disclosed where required by platform policy.
- Data residency. Lead data and creative source files must be stored in UAE or EU regions; no transfer to PRC mainland infrastructure.
- Confidentiality. Mutual NDA on engagement; brief shareable internally only.
Budget envelope & commercial preferences.
- Pilot quarter (3 months): expecting a fixed creative & ops fee + transparent media pass-through. Quote both lines separately.
- Performance-component preferred — at least 15–25% of partner fee tied to Lead-capture (Q1/Q2) and SQL (Q3) tiers in §08.
- Re-quote terms at end of pilot quarter conditional on hitting steady-state targets.
